How close-knit is the expat community in this area? How do I get involved with it?
Fribourg is not the biggest Swiss city with the most expats. However, there are a few expat clubs:

Club expat – Helps people arriving in Fribourg get in touch with other expatriates in the region and organizes fun activities.

Anglo-Swiss Club of Fribourg – Meets once a month and its goal is to help the integration of English-speakers.

International English-Speaking Women's Club of Fribourg – Meets once a month for afternoon activities as well as for lunches.

American Women's Club of Lausanne – Located on the Riviera, this club offers a wide range of activities.

Beside expat groups, what is the best way to make social connections outside of work?
A good way of meeting people, whether for expats or locals, is to join a sport association or other club (cooking, music, dancing etc.).

Quite a few expats hang out at the Irish pub of Fribourg (Paddy O'Reilly's) located at the Grand Place next to the NH Hotel.
