By what method are bills (such as rent and utilities) paid?
You can simply pay by check. In France, checking is free and widely accepted by companies and stores. Checking should be available to all holders of a bank account.

You can also pay by electronic transfer with a TIP (Titre Interbancaire de Paiement) payment order attached to your bill. The TIP is the authorized permission to debit an account of the sum asked for by the provider and was designed for paying recurring bills such as rent, water and electricity. When you first pay with this means, a RIB (bank identity slip) must be sent along with the TIP. Afterward, new TIPs only need to be signed and sent.

Will foreign residents be able to find banking services in their native languages?
Yes, usually banking information is given at least in English, in addition to French. Several French banks, such as The International Mobility branch of Crédit Agricole, CIC/Banque Transatlantique and HSBC, have branches around the world and are more likely to provide information in foreign languages. Because this is a very cosmopolitan area, you will find that most banks will have an English-speaking person to assist in all areas of banking.
