You do not need to drive your own vehicle. In fact, due to the heavy traffic, cyclists are in a better position - except in the winter. Public transport is also reliable.

Describe typical public transportation an expat might use to get around the city.
You can use a bus, tram, trolley and subway (called the metro). Public transportation generally operates between 4 a.m. and 11 p.m., but there are certain bus lines that run all night (marked with an "E" after the number of the regular line).

Could an expat also use public transportation to get out of the city—to surrounding towns, recreation areas or suburbs? If so, list options.
Yes - by bus, suburban train (called "HEV" in Hungarian) or train.

In regards to transportation, are there any safety issues I should be aware of?
Keep in mind that in the city center and on crowded public transportation, there is a higher probability of pickpocketing.

Before getting into a taxi, ask the driver how much the trip will cost. Every cab must have a meter.
Make sure the driver turns the meter on before setting out. Ask for a receipt at the end of the journey.
Another useful tip is to call a taxi to your hotel/restaurant rather than flagging one down in the neighboring streets.

Never leave anything valuable in your car. Wherever possible, leave your car at a guarded place.

Where do I buy tickets/tokens/etc. for the major public transportation?
Tickets can be bought at tobacco shops, newspaper stalls, metro stations and larger public transportation centers (big squares and public transportation intersections). Only some bus drivers sell tickets, but they do not make change.
