Will I need to drive my own vehicle to conduct my everyday life (work/school/shopping) at my destination?

Your own vehicle - the most popular mode of transport in Dubai - may be more desirable than public transit. However, taxis and the metro are an easy way to travel around this city. There are also buses available for use - but most people prefer to drive.

How can I legally drive a vehicle in this city?

The Dubai Traffic Police allow valid (full) license holders from certain countries to "swap" their licenses for a Dubai one. These countries are:
Australia, Austria, Bahrain, Belgium, Canada, Denmark, Finland, France, Germany, Greece, Ireland,
Italy, Japan, South Korea, Kuwait, Netherlands, New Zealand, Norway, Oman, Poland, Portugal,
Qatar, Romania, Saudi Arabia, South Africa, Spain, Sweden Switzerland, Turkey, United Kingdom,
United States.

Anyone holding a license from a country not listed above will have to take a local driving test.

Yes; there are buses serving many destinations within the Emirates, and taxis can transport you as well.

In regards to transportation, are there any safety issues I should be aware of?

It is mandatory for front-seat passengers to wear seat belts in cars and it is illegal for children under the age of 10 to sit in the front seat.
