Driving can be a stressful experience due to the apparent lack of rules on the road. Most foreign companies provide a car and driver for those who need transport. There may also be a pool system in place where cars are shared.
Another option is renting a car with a driver for around US$50 per day. Taxis are also available.
How can I legally drive a vehicle in this city?
You need to have a local driving license. Driving training schools can get you one for a fee. You will also need local insurance.
What side of the road do people drive on?
When the military took over in Myanmar, they changed from driving on the left (from the colonial days) to the right. Most cars, however, will still have the right-hand drive setup.
Describe typical public transportation an expat might use to get around the city.
Most expats use taxis. You can flag down any cruising taxi. Public buses can be a daunting affair, as they are filled to the point of bursting and will have the routes displayed in Burmese. There is also a train that circles Yangon. It is not the fastest way to get around, but is an interesting way to see the city.

Yes, this is possible, but limited. There are train, airplane or rented car options. Travel agents can arrange transport to surrounding areas of interest.
In regards to transportation, are there any safety issues I should be aware of?
Be very careful on the roads, as the standard of driving is well below that of the developed world. You should also take care when crossing the roads.
Where do I buy tickets/tokens/etc. for the major public transportation?
There are several travel agents who can help you. However, you can also get these at the station before you board the train.
