How well-equipped is this city for those raising infants/toddlers? Specifically, are there public places to change diapers, maintained playgrounds, etc?
The only public places where one could change diapers would be in most major shopping malls and some restaurant/hotel bathrooms. Abu Dhabi is a city that tailors to family life with parks and playgrounds available.

Abu Dhabi is a very safe city. However, as most expats live in the city center, children should be taught the perils of busy city streets.

Most major malls have entertainment zones complete with video games, movie theaters, etc.

Going to the beach is by far the most popular activity (either public or private). Sporting activities, such as soccer, are also popular.

Teenagers in Abu Dhabi are not much different from those in the Western world in that they delight in going to local shopping malls.

There are several museums that detail the Arabic culture of the UAE. (Heritage Village is one example.) Arabic is widely taught at schools in Abu Dhabi. They will get the best picture of local culture during the holy month of Ramadan.
