Avoid the black market. It is best to exchange money at banks, NITOUR, or with authorized money changers (who offer the best rates). Also, city banks usually offer better rates than country banks.
Some of the big hotels also have foreign currency exchange and can offer reasonable rates. There are also many foreign banks that provide currency exchange, including Citibank, American Express, Chase Manhattan, Bank of America, Standard Chartered Bank and a number of Japanese and European banks.
