There are many organizations that help people who are interested in meeting others with similar interests and those from the same country or region. A good place to start would be the chambers of commerce (i.e. the British-American Chamber of Commerce). Another good first step would be the Austin Newcomers Club.
Most expats socialize with neighbors, colleagues, friends or relatives. Many find friends at the nearby country club or social club. Places of worship are also great for making like-minded friends.
