There is no need. You can hire drivers, or you can travel by taxi or a motorbike taxi.

How can I legally drive a vehicle in this city?
Yes, you can. However you have to submit your home country's driver's license to the Department of Transportation to obtain a license to drive in Vietnam. You may be required to take a driving test to drive a car.
A international driver's license is recognized in Vietnam, but it must be translated into Vietnamese by an approved agency.
It is not advisable to drive on your own in Vietnam. Drivers are available at reasonable cost.

Public transportation is limited except buses with low-quality services. For foreigners, taxis or leased cars with drivers are a good transportation option and are available at a reasonable price.

Yes, there are buses and taxis to surrounding towns. Leased cars and trains can be also be used to travel out of the city.

Drive safely and carefully. Be careful when crossing the road. The traffic in Hanoi is chaotic & dangerous.
