Public transport is very useful, especially if you do not live and work in the City Center. However, you'll probably want to have a car for shopping, taking kids to school, etc.

How can I legally drive a vehicle in this city?
Most international driver’s licenses are accepted when driving as a tourist. However, for the duration of your assignment in Poland, it is recommended that you exchange your actual driver’s license for a Polish one. This is available for a limited number of countries; Poland signed the relevant agreement.
Otherwise, you will need to pass local exams to get a Polish driver's license.

Describe typical public transportation an expat might use to get around the city.
Warsaw has buses and trams. The tram is the fastest mode of public transportation. In addition, Warsaw has a subway with one line making around 10 stops.

Could an expat also use public transportation to get out of the city—to surrounding towns, recreation areas or suburbs? If so, list options.
To get to cities like Krakow, Gdansk and Poznan, you can take Intercity railways or LOT Polish Airlines.
