Personalised Employment Pass (PEP) Singapore

Greater Career Flexibility for Global Talent in Singapore

For accomplished professionals seeking greater career mobility in Singapore, the Personalised Employment Pass (PEP) offers a unique advantage. Unlike a standard Employment Pass (EP), the PEP is not tied to a specific employer, allowing eligible professionals to change employers without applying for a new work pass. It is designed for high-earning Employment Pass holders and overseas professionals who wish to build their careers in Singapore with greater flexibility and freedom.

At Crown Relocations Singapore, our experienced immigration specialists help employers and foreign professionals navigate the PEP application process efficiently, ensuring compliance with Ministry of Manpower (MOM) requirements while reducing administrative burden.

What Is a Personalised Employment Pass (PEP)?

The Personalised Employment Pass (PEP) is a premium work pass issued by Singapore’s Ministry of Manpower (MOM) for highly skilled and highly compensated foreign professionals. Unlike the Employment Pass, which is linked to a specific sponsoring employer, the PEP belongs to the individual pass holder.

Key Benefits of the Personalised Employment Pass

A PEP holder is not tied to a single employer. If they change jobs, there is generally no need for a new Employment Pass application, provided they continue to meet PEP requirements.

The PEP is designed for highly qualified professionals with strong earning potential, making it particularly suitable for:

  • Regional leaders
  • Senior executives
  • Subject matter experts
  • Technology professionals
  • Financial services specialists
  • Global mobility professionals

PEP holders may remain in Singapore while transitioning between employers, offering valuable flexibility for career development and strategic job moves.

Employers hiring PEP holders are not subject to foreign worker quota or levy requirements applicable to certain work pass categories.

Who Is Eligible for a Personalised Employment Pass?

Eligible candidates generally fall into one of the following categories:

  1. Existing Employment Pass Holders

Current Employment Pass holders may qualify if they meet MOM’s prevailing salary requirements.

  1. Overseas Foreign Professionals

Professionals working outside Singapore may also apply if their last drawn salary meets MOM’s qualifying threshold and was earned within the required timeframe before application.

  1. Current Salary Requirement

As of MOM’s latest guidelines (based on MOM requirements in effect as of 15 Jun 2026), applicants must earn a fixed monthly salary of at least SGD 22,500, benchmarked to the top tier of Employment Pass holders.

How Long Is a PEP Valid?

A Personalised Employment Pass is typically granted for up to three years and is non-renewable. After expiry, eligible individuals may need to transition to another Singapore work pass if they wish to continue working in Singapore.

Family Members of PEP Holders

Eligible PEP holders may be able to bring their family members to Singapore, subject to prevailing immigration requirements and MOM eligibility criteria. Available options may include:

  • Dependant’s Pass
  • Long-Term Visit Pass (LTVP)

Eligibility depends on factors such as family relationship and qualifying income requirements.

Crown Relocations Singapore can assist with both principal applicant and dependant applications to provide a seamless relocation experience.

Challenges Companies Face with PEP Applications

While the PEP offers significant advantages, understanding the eligibility requirements, documentation standards, and ongoing compliance obligations can be complex.

Common challenges include:
