What is an S Pass?

The S Pass is a work pass issued by Singapore’s Ministry of Manpower for eligible foreign employees in associate professional and technician roles. It enables employers to hire suitable foreign talent, subject to qualifying salary requirements, quota availability, levy obligations and MOM approval.

The S Pass may be suitable for roles across a range of industries. Eligibility does not depend on an occupation appearing on a fixed list; MOM assesses the candidate, role, salary and employer circumstances as part of the application.

S Pass Eligibility Requirements in Singapore

Understanding whether a candidate is likely to qualify is an important step before submitting an application. MOM assesses each application on its individual merits, taking into account the applicable requirements and the information submitted by the employer and candidate.

At a glance, an S Pass application requires an eligible job and candidate, a qualifying fixed monthly salary, sufficient employer quota and payment of the applicable levy. MOM assesses each application on its individual merits.

**All information below is correct as of 15 September 2026

1. Who Can Apply for an S Pass?

The S Pass is designed for mid-skilled foreign employees who have secured employment with a Singapore-registered company. It is commonly used for professionals and technical personnel who may not qualify for an Employment Pass but possess specialised skills that are valuable to employers.

Typical occupations include:

  • Engineering Technicians
  • Mechanical and Electrical Technicians
  • IT Support Specialists
  • Network Administrators
  • Laboratory Technicians
  • Logistics Coordinators
  • Transport and Operations Supervisors
  • Manufacturing Supervisors
  • Quality Assurance Specialists
  • Safety Officers and Inspectors
  • Technical Service Personnel

These examples are not exhaustive. Ultimately, MOM evaluates whether the role requires the level of skills and experience expected of an S Pass holder.

2. S Pass Minimum Salary Requirements

One of the most important eligibility criteria is the candidate’s fixed monthly salary.

As of 15 September 2026, the minimum qualifying salary is:

Sector Minimum Salary
All sectors except Financial Services From S$3,300 per month
Financial Services From S$3,800 per month

However, these figures represent the starting threshold for younger applicants. Salary requirements increase progressively with age to reflect expected experience and seniority in the workforce. Candidates in their mid-40s typically need salaries of up to:

  • S$4,800 per month for most industries
  • S$5,650 per month for Financial Services employers

MOM benchmarks these salary requirements against the top one-third of local Associate Professionals and Technicians (APT) salaries in Singapore.

3. Qualifications and Work Experience

Depending on the role and the information declared in the application, employers may provide evidence such as relevant diplomas, technical certifications, industry-recognised qualifications, demonstrated work experience and specialised technical skills.

  • Relevant diplomas
  • Technical certifications
  • Industry-recognised qualifications
  • Demonstrated work experience
  • Specialised technical skills

Where qualifications are declared during the application process, MOM may require certification verification and authentication. Employers are responsible for ensuring that all qualifications submitted are genuine and awarded by recognised institutions.

This flexibility makes the S Pass particularly attractive for skilled technicians, supervisors and specialists who have built expertise through practical experience rather than purely academic pathways.

4. Employer Quota and Levy Requirements

Unlike Employment Passes, S Passes are subject to workforce quota controls.

Before applying, employers must ensure they have sufficient S Pass quota available under the Dependency Ratio Ceiling (DRC) framework. The S Pass sub-quota currently allows:

  • Up to 10% of total workforce for the Services sector
  • Up to 15% of total workforce for Manufacturing, Construction, Process and Marine Shipyard sectors

In addition, employers are required to pay a monthly S Pass levy for each approved S Pass holder. As of 15 September 2026, the levy rate is S$650 per month.

Many applications are delayed or rejected simply because employers are unaware of their available quota allocation. Crown Singapore’s immigration specialists can conduct a quota assessment before submission to help avoid unnecessary complications.

5. Bringing Family Members to Singapore

S Pass holders earning a fixed monthly salary of at least S$6,000 may be eligible to sponsor their spouse and unmarried children through a Dependant’s Pass application. Employers may submit these applications together with the S Pass application or at a later stage.

For families planning a long-term relocation to Singapore, Crown Singapore can assist with both immigration and destination services to ensure a smooth transition.
